Enrique is a 34-year U.S. Army combat veteran, serving as a noncommissioned officer and officer, specializing in infantry unit leadership and high-profile Department of Defense program management. Certified in acquisition, program management, information technology, and contracting, he holds a TS/SCI security clearance. He has led joint programs for the Army, USSOCOM, and Central Command (CENTCOM), overseeing C5ISR capabilities and critical infrastructure for the President of the United States, the Intelligence Community, and Special Operations. He completed his career as Director of Operational Integration at the National Reconnaissance Office. He holds degrees in Mechanical Engineering, Acquisition Management, and Homeland Security.

Erick José Rodríguez is a technology, telecommunications, and special situations consultant with over 35 years of experience in the environmental, technology, and telecommunications infrastructure sectors. Co-founder of Blackburn Networks—one of the largest broadband networks connecting Puerto Rico with the U.S. and Latin America—he currently advises the largest private equity fund in Puerto Rico on technology, telecommunications infrastructure, and special situations. He is also actively involved in a family-owned renewable biofuels company focused on low-carbon inputs.

He holds degrees in Maritime Transportation from the Massachusetts Maritime Academy, postgraduate training in Business Management from the Pontifical Catholic University of Puerto Rico, and executive programs in Project Management from the University of New Orleans.

Jered Sellers combines technical strategy, legal training, and large-scale operational experience. He is the creator of the NETVAL and Tributary Logic models, advanced tools for rural fiber planning and costing under BEAD guidelines. With a JD focused on fiduciary law and federal taxation, he integrates regulatory compliance with practical execution. He has led disaster relief operations, coordinating more than 150 volunteers and distributing 100,000 meals daily in collaboration with FEMA and the Red Cross. His versatile profile makes him a key leader for complex broadband deployments.

Jered Sellers

John is a U.S. Army veteran with 27 years of experience as a non-commissioned officer and warrant officer, leading multi-million-dollar maintenance operations in high-pressure environments such as Afghanistan, Iraq, South Korea, and Germany. An expert in ensuring operational readiness across multiple tactical areas, he has led teams in artillery, aviation, intelligence, air defense, and mechanized infantry. In the private sector, he has over five years of experience in business development, leading strategic sales in the military, government, and commercial sectors. A summa cum laude graduate of Business Administration, he brings a practical, results-oriented approach.
